Shouldn't the U.S. govt. start looking at downsizing in an effort to balance the budget?

Government, at any level, is unlikely to downsize for any reason. My local state government is running a $10 billion deficit. They put a freeze on hiring early in the year, then started trimming some personnel positions. Now, a few months later, the government is rehiring to fill the positions they vacated. They may reduce the work force initially but once the outcry over the size of government has subsided, they go back to the same ol' gluttony.
