Would 250 watt subwoofers be loud enough?

im looking to put subwoofers in my 1991 mercury capri. i found a kit for alittle over 200 dollars. it comes with dual 10" ported enclosure magnum audio subwoofers. there 400 watt subs but the amp thats included is only 250 watt. it also includes the wiring kit and everything i need to install it. is this a good deal? and would 250 watts of b be loud enough? im not looking for amazing quality but i want a obnoxiously loud sound that people will b able to hear from quite a distance. would this deliver?
